strange case of the 'Britain Runs on Rail' ad

I first saw this ad the other day and even though I've watched it a few times I still can't fathom out for definite what's going on. 

It's obviously some form of PR exercise reassuring the viewer just how important the railways are to the running of Britain but I'm not sure what the return is. Are we just expected to think positive things about train travel and feel good about the money being spent on it or actually go out and experience something? Is it from the operators, Network Rail or a third party no-one has heard of? Or doesn't it matter who thinks what and who does what?

All a bit random for me and I've no doubt plenty of others (nicely shot though).
